Mr. Ekow Coleman is a Senior Investment Officer at the Ghana Infrastructure Investment Fund (GIIF). He has a long professional experience in both the public and private sectors spanning infrastructure investment & financing, public-private partnerships (PPPs), project finance & corporate finance advisory, economics, strategy, investment & financial markets research & consulting, and private sector development, among others. He has been a pioneer in the development and implementation of Ghana’s PPP programme as well as structuring and financing infrastructure PPP projects in Ghana.
Prior to joining the GIIF, Ekow was afounding member and acting head of the PPP Advisory Unit within the Public Investment Division of the Ministry of Finance where under a DFID UK technical assistance to Government of Ghana he advised on the best options for financing infrastructure projects and appraisal of investment projects under direct public investment and PPP.A veteran of Ghana’s PPP programme, Ekowwas instrumental in the drafting of the National Policy on PPPs for Ghana in 2011 and played an active role in the preparation of a draft legislation for PPPs for Cabinet and Parliamentary consideration.He was also actively involved in the development and negotiations as well as project/programme management of a World Bank funded Ghana PPP Project which is ongoing that aims to improve the legislative, institutional, financial, fiduciary and technical framework to generate a pipeline of bankable PPP projects.
Currently, he is leading the origination, structuring, negotiation and execution initiatives of the GIIF in a wide variety of sectors.
Ekow is a regular speaker at international conferences and workshops on infrastructure finance, PPPs and project finance.
